Why does my DoDMERB physical have be reviewed by the Navy BUMED

My DoDMERB physical was approved for the Marine PLC program but my OSO/recruiter told me it now needs to be reviewed by the Navy Bureau of Medicine, so I was curious why it has to be reviewed again by the Navy Bureau of Medicine?
