The 4th and 7th congrssional districts were recently listed by USNA as being under-represented at USNA. Sorry I don't know more about the Kenosha area which is the 1st Cong dist, I think. Call Rep Ryan's office. I'm sure they can help. His Kenosha office Phone: (262) 654-1901
