No. My NROTC scholarship offer would have paid tuition, books, and a stipend, but not room and board. Some universities may offer free/discounted room and board to ROTC scholarship recipients though...

For example:

Default ROTC Scholarship

Army ROTC scholarships either cover your Tuition or Room and Board, it also covers your Books, and a monthly stipend. If you are in-state Florida your tuition is about $3900 per year and your room and board is about $8900, books are $600 per semester and stipend is $300 for fresh, $350 soph, $450 Junior and $500 senior. That being said a smart man goes for the Army funding room and board. If you are an out of state student then tuition may be what you what the Army to pay for. Life is about choices so do your research.

Most (if not all) qualifying for an ROTC scholarship at any Florida State University, will qualify for a "Bright Futures" scholarship and that would cover your tuition. Yes, you can actually get paid to go to school! lol

Also note that in this situation, ROTC scholarship paying Room and Board, remember that your tax liability goes up. Not that it's an issue but just remember to include it on your taxes.

Some ROTC scholarships offer free or discounted room and board through the schools. Most of the schools I applied to for the Army ROTC scholarship offered the free room and board incentive.

Vanderbilt University gives all NROTC and AROTC students 6,000 toward their room and board. They used to only give 3,000/year, but the amount is doubled for incoming midshipmen next year. It really is a great deal at an expensive school like Vanderbilt, where room and board alone are 10,000 per year.
