As best I can tell, your application is complete when the icons turn to green. Is there any other way to know for sure? Does WP send a letter or email informing you the application is complete?
Would it be best to contact admission or the regional liason to verify?

As far I recall, I didn't get an email stating my file was complete. However, I did have several specific questions, so I called my Regional Admissions Officer at West Point to clarify and was assured everything was in.
I would say wait a few days, and if you don't hear back, call West Point, and just ask to verify that everything is in and ask if they think there is anything else you can do to make your file more competitive. Not sure, but I might have heard somewhere that the board will not be meeting again until next semester, Jan. 10, but not 100% positive on that so if someone else knows anything else, let me know.
