Marine ROTC Schools (Room & Board) In IL
Are their any colleges that cover the room and board in IL while the tuition is covered by the scholarship?

Although I realize you are asking about NROTC MO, the following link list colleges in Illinois that offers subsidies to AFROTC cadets. I think it is very unlikely that they would not also offer the same subsidies to NROTC students.
