Civilian Scholarships

If SA candidates receive civilian scholarships for anything other than those specifically earmarked for tuition, they can be used for the entrance fee. Don't turn them back in until you are absolutely positive that the donor will not allow them.

Agreed. I received some money from the State of California for doing well on the state standardized tests but was apprehensive about trying to use the money to help pay for the entrance fee due to the "tuition only" qualification. However, I made a trip to the finance office here and they made some calls and I was able to use the money to help pay off the entrance loan.
