Gap Year, I can apply, and some questions

I posted a thread here a few months ago about being a high school senior and ROTC scholarships. I am no longer in high school as I am taking a gap year, and was wondering if I was able to apply for the full Army ROTC scholarship. Turns out I am:

Cpt Proctor is incorrect. As long as you have not entered
College, you can compete for a 4-year National Scholarship.

I am stoked! I can't wait to apply for the scholarship!
I just have a few questions:

1. Is the earliest I can apply September of this year? I want to go to college from the fall of 2011.
2. I went to an international school in Japan my whole life due to my fathers work, and it was an IB school. All my scores are in IB format (1-7) and there is no real efficient way to convert IB scores to a GPA. It is possible, but fluky. Should I somehow mention this in the application?
3. I actually have not taken the SATs yet. I am scheduled to take them this May. Should I take them again in June just in case I do not do too well? If I take the SATs, I don't have to take the ACT?

I believe I saw on another thread that the application is already up.

There is a notes section on the application that you are allowed to explain parts of your application. I don't know how you would convert scores for the actual app though.
