Do the academy's like to have a particular number of students from each geographic area? If the academy has two equally talented individuals applying and both have congressional nominations, does the selection committee look at how many students are enrolled from particular areas when determining which candidate to choose?
What role does geographics play in regards to whom is offered an appointment?

Truthfully, pretty much a non-issue.
The academy must select individuals to meet the federally mandated numbers from the MoC's, POTUS, VPOTUS, etc...etc...
Once all of them are appointed, then the process is to go to the "remaining fully qualified candidates" and "RACK AND STACK" them based upon their WCS (weighted composite score).
Once that's done, then they can literally print the list...say "We have 458 more slots to fill..." go down 458 names, draw a thick red line below name 458, and that's it.
In actuality there's a LITTLE more to it than that, but that's really about all.
Notice...locality never played a factor.
