Can a Chemistry teacher send in a Math recommendation and a History teacher send in an English recommendation since they see Math and English skills in their courses? Can an athletic club coach send in a P.E. recommendation? Not sure how strict the requirements are for who fills out the requisite forms.

I would follow the directions as stated on the form - if they ask for an English teacher eval, send them an English teacher eval. Following directions is a part of the application process.

You can always include an additional LOR from the other teachers if you wish.

(Just don't go overboard and send them 10 more.)

Unless there are extenuating circumstances such as a teacher who has resigned/retired or on a sabbatical then the candidate should send in exactly what is requested by Admissions.
If the Math/English teachers are no longer available I have always counseled the candidate to contact their Admissions Officer, explain the situation, and receive directions straight from the source.
