I have a S that is fully qualified. His nomination is from an MOC and I have a question regarding the rolling admission policy used by USNA.
Even though MOC slates are due on 1/31 and the cut off for applications is 3/1, I have heard that some applicants seeking waivers may not become fully qualified until well after the cut off.
If your MOC doesn't rank, how does the rolling admission work when admissions may not know which candidate is the most qualified unless they wait until all candidates on the slate have become fully qualified?
