I've heard that the NROTC board talks with the USNA admissions board and does not give scholarships to candidates who they feel will receive an appointment to USNA. Is this true or is this just speculation?
 
This is what I've heard. There's a thread on this but can't direct you to it (you'll have to search).

Is this also true for AROTC and USMA?
 
I don't know that it is true for USMA and AROTC. My son received an AROTC scholarship and his appointment from USMA within two weeks of each other.

Don't think this is true for the USNA, either. There are too many that get the NROTC scholarship and then some end up with an appointment, not all, however. That is why the NROTC offers more, realizing that some accepted will end up with an appointment. There is a thread about numbers offered, etc, but you will have to search.
 
well i received an appointment to usna and told that to the officer helping me with the nrotc application and still received an nrotc scholarship... I don't think that it makes much of a difference
 
this issue has come up a few times.

None of the ROTC programs interface with the admissions committees at the Academies. There is no "checking". the ROTC and Academy processes are separate, unrelated, and unlinked.
 
I would say they don't do this because they don't know what you want to do. You might want to turn usna down for ROTC
