Tax Question on Scholarships; Room and Board

Looking at the IRS regulations, I see that the tuition portion of the ROTC scholarship is not taxable.

However, it looks like the room and board component (provided by the university) must be included in gross income.

Finally, I haven't found a reference to it yet, but I gather that the stipend is not taxable.

Has anyone dealt with these issues yet?

Basically you are correct although there are instances where the room and board may not be fully taxable. The college will issue you a 1098-T with the amount that would need to be reported. Stipend is not taxable.
 
My best advice would be to e-mail the civilian rep at your battalion. As the one who processes all the scholarships, they are the ones that know the nitty gritty details of your particular schools situation.
For me, neither the tuition, stipend, nor book money was taxable. However, I did not get room/board assistance from the college.
