Government paid tickets

I've been searching through the forums and it seems that everyone has the same question, but no 100% answer. I'm hoping someone who has been through this can help us out.

If you opt for the government paid ticket, do you have to pay for it first?

Yes, you will get reimbursed for it later. During Beast paperwork is filled to take care of this.

Carson Wagonlit sent me my travel arrangements (flight times, which flight, etc.) around April, I think. I had clicked "gov't paid air ticket needed." My mom called Wagonlit to verify the payment and they said that it had already been paid.

They must have changed it then. I had to pay for the government ticket then got refunded for the purchase after filling out paperwork at Beast. Either way, I would listen to the most recent information (being your case).
 
As a 2014 cadet, Carlson Wagonlit took care of all travel arrangements at no cost to me.

In my case, I just gave them my home airport and, about a week or two later, Carlson Wagonlit sent me my itinerary (at no cost to me) from home to Newark International Airport.
