In the "instructions to appointees" packet, it lists the mailing address for basic as

Basic Cadet _____
PO box ####
USAF academy CO 80841

But I received a news letter saying that the zip code should be
80841-####

Should I tell everyone that they need to add the PO box at the end of the zip code, or will just putting 80841 suffice?

80841 will suffice. Adding the PO box number just helps sort the mail, since a TON of mail passes through the academy during basic. Last year they just had us use 80841, and I still use that as my address.
