1. Can you get your Sapper/Ranger Tab while you're still in ROTC during one of your summers?

2. Do you have to MOS Engineer if you want to be a Sapper?

3. Do you have to MOS Infantry to be a Ranger?

You don't MOS as an officer, you Branch.

No you won't go to Ranger school while in ROTC, Sapper is highly unlikely.

If you branch in a combat arms you will have a better chance to go to Ranger School.
 
1)Rumor has it that there was one Sapper position for my entire brigade this last year. Pretty sure it goes to the highest rated cadet who is an engineering major. Cadets can no longer go to Ranger school.
2)Not sure.

3)You do not have to be infantry, but like jcleppe said combat arms would be more likely to go ranger.
 
Doubtful, Ranger school used to be an alternative to LDAC a few decades ago but from what I hear cadets were often peered out (because they were cadets) and the option was discontinued.

I have never seen any sapper slots but......AA, ABN, Mountain Warfare, Combat Diver and Northern Warfare are not unheard of (or often common) slots.

Ya, combat arms branches (Infantry and armor usually) take a lot of the Ranger slots
