Application states Qualified status, and received Congressional nomination this month. What happens now? Likely to be admitted? And how will notification be made one way or the other?
 
You will be placed on the National Waiting List. At this point all you can do is continue to improve your file and cross your fingers!
 
^^^ OP may or may not be on the NWL yet. If the OP was on a competitive slate then OP could still become the vacancy winner. In either case your recommendation to improve his/her file while waiting is correct.
 
Besides getting an BFE (big fat envelope) in the mail, how does one know they have an appointment? Does it show up on their portal before getting something in the mail?

My cadet only had a vague phone call from a staffer of our brand-new Senator telling him he had been nominated. He did see his nomination on his portal. He had no more communication from the Senator or West Point until we found his appointment packet leaning up against our garage door several weeks later. It was probably later that week that he saw the appointment on his portal. By then, he had already mailed his acceptance post card.
 
One of two things will happen:
1. If you are selected as the Priciple appointee (vacancy winner) in your congressional district you will soon receive an appointment (offer). If your congressman put in an unranked slate to WP and let them decide who is number one - it might take 2-3 more weeks before you know.
2. If you are not the vacancy winner, you will be put on the National waiting list. This list of about 1700 people will be rank ordered by WP and the top 400-450 offered admission.
 
I believe a new box will appear on the portal - in the general area where the nominations received box is. The new box will give you the opportunity to accept the appointment or decline it!
