I am not sure about the Citadel, because the Citadel is an SMC. I would call the Citadel to see if they are the host. It very well maybe and that is the reason they are only 2 yrs.
The reason why is due to the fact that as a 300 you are a POC and now contracted. Citadel may say at that point they only want SMC cadets.
My concern for you is that the DOD has come out and said they will be shutting down ROTC units for cost cutting measures.
Personally, if it was me,again, I would call the det. because you are banking on that in FY14/15 they will be there. FY run Oct-Sept. This Oct will be FY12/13.
I am betting the answer will be positive because nobody knows who will be cut yet, and they are not going to be negative. However, from a business perspective, that would be an easy unit to close with less disruption than a 4 yr.
Other issues to think about in your decision process.
1. Transferring colleges as a rising jr. is not easy, even harder when you are now moving OOS.
You will have your group of friends at Tampa, and you may not want to leave that group.
2. C300 means you have to go to SFT as a 200.
That would require you to spend your sophomore yr not only vying for an SFT slot, but also applying to Charleston, on top of college classes, LLAB, etc.
3. Colleges are funky
Contact the dean at Charleston to find out what credits they will accept/not accept and the gpa requirements.
Many colleges have created a system. They offer X class as a pre-req and only 1X a yr. If you miss that class, you have to wait, and it can delay your graduation by a yr. You are on an AFROTC scholarship with expectation that in 16 you will be commissioned. If they do this, that delays you by at least a semester or maybe a yr. Now you need AFROTC HQ approval to delay your commissioning.
Finally,
If it was me I would call AFROTC HQ for clarification in this issue. In the 4 yrs I have been here, I have never seen this question of transferring an AFROTC scholarship posed.
I am betting since this school only has a 2 yr. program, the answer is yes, you can transfer it, but I am not willing to bet my Myrtle(avatar) on it.
My true concern for you is they are closing dets. and you are banking on that it will survive. Maybe it will if the Citadel does take the 100/200 that could make them safe. Maybe it won't.
This path is not easy, and right now you need to decide how many issues you are willing to have regarding "what if"
