After DS submitted his Preliminary Application in the form of his Summer Seminar Application, he took the SAT a second time and his scores improved. Will the Naval Academy consider his improved scores in determining whether he will be an Official Candidate? I would expect that they would, but the admissions section of their website says this: "If the information provided in your Preliminary Application indicates your record is strong enough..."

He went ahead and submitted his updated SAT scores through the CollegeBoard website just to be safe, but it would be good to know that they will consider them.

Cool. Thanks. Can I assume that submitting them via the CollegeBoard score submission site is the correct way to update his numbers?

Yes, you can do that. When my son received his test scores he would ask them to be sent to USNA. USNA codes are SAT 5809 and ACT 1742. In addition, he would also scan his test report and email it to his admission counselor. They may not be considered "official" but I don't believe they were totally ignored either.
Cheers and Good Luck

USNA will only accept "official" SAT/ACT scores submitted directly from those organizations OR if they are included with your high school transcript (some high schools choose to do this, some don't).

For the purposes of a preliminary application, they might accept a scanned "unofficial" test report that each student received. However, you aren't really accomplishing anything because you still would have to send them through the "official" method, as part of the application.

Thanks for the amplification. I meant but forgot to mention that when my son scanned the test report and emailed it to his admissions counselor, it was always followed up by the official scores from the College Board. My son thought of it as giving his admissions counselor a "heads up".
Cheers...
