Regular Army can wear "shiny" Corfams. The Air Force still does use the non-shiny, so you can sometimes find them on base.
You can spend lot's of time chasing these. Just find a store with a Brannock device (foot measurer), and get your length and width measured by someone who knows how to use it. They are typically happy to help if you explain why you need it.
Regarding sizing, we've had multiple uniform store types tell us that the Bates run true to size, as do most of the boots. The boots are not large, it's that most kids (and some adults) buy their tennis shoes effectively 1-2 sizes too large.
The base boot fitters deal with this all the time, and are pretty adament to go with measurement first, not what you think your size is.
They will also tell you that the corfam (shiny) run the same size as the non-shiny, so you can often get your size at the PX or uniform store, then order the non-shiny via the 800 number. (The non-shiny's do stretch more, so snugness across the top is OK)
For what it's worth, our local army/navy stores & bases were pretty friendly about helping with sizing even knowing you needed to order through AAFES. The smart ones are now offering 10% discount for appointees with boot letters.
