I'm applying for a Presidential Nomination to West Point and will be sending in my application this week. Are the nominations awarded on a rolling basis or all at once? And I assume they are awarded based on competitive selection?

Rolling basis. And they're non-competitive. If you are eligible for a Pres nom, you'll get one.

Because they are non-competitive and because there are only 100 appointments that are slotted to the President, you should NOT rely SOLELY on a Pres. nom. You should apply to every nom for which you are eligble.
 
FYI. My RC told me that about 700 Presidential nominations for West Point each year.

So we could say 1:7 odd, but from what I seen (don't have data to prove it) I have seen many LOA candidiates with the Presidential nomination.

Another thing you have to consider is that some MOC won't give double nomination, so having a Presidential nomination could automatically eliminate your from getting a MOC nomination. But delaying submiting paperwork late for your Presidential nomination could backfire. As appointments aginat Presidential nomineess are also on rolling.
 
How would you receive a Presidential Nom.? How do you apply?

From Title 10 USC 4342

(1) one hundred selected by the President from the children of members of an armed force who—
(A) are on active duty (other than for training) and who have served continuously on active duty for at least eight years;
(B) are, or who died while they were, retired with pay or granted retired or retainer pay;
(C) are serving as members of reserve components and are credited with at least eight years of service computed under section 12733 of this title; or
(D) would be, or who died while they would have been, entitled to retired pay under chapter 1223 of this title except for not having attained 60 years of age;

simply send a letter to the admissions office with supporting documentation.

Presidential nominations are not competitive. If you are eligible, you get one.

Appointments using Presidential nominations, however, are VERY competitive, as they can only appoint 100 under that category.

Just to be clear . . . candidates with only a Pres nom can ultimately receive an appointment from another source (e.g., SecNav); as with the MOC nominees who aren't slotted to that MOC, they go into a national pool from which some additional nominees will ultimately be selected for appointments.

Luigi is right, however, that the competition for an appointment if you "only" have a Pres nom is severe, which is why candidates are encouraged to obtain as many nominations as possible.
