1.) What is the meaning of the "blue sash" that I see on an occasional basic cadet?
2.) What are the "black harness/strap" equipment sometimes seen on basic cadets?

Could the black harness you're mentioning be their camelbacks? My son had his on in many pictures from BCT last year--they really try to keep them hydrated in the conditions--heat/altitude.
