Some clarification from Icarus's post. Unless things have changed they do not seal/mail anything. The GC is given their own portal and everything they submit is done on line. Schools need to send sealed transcripts via snail mail, but GC and teacher recs are electronic. Candidates will never see a copy of what is submitted regarding the GC or teachers. I do agree for MOC nom the GC would sign and seal. Just stating for DS, his GC submitted directly to the AFA on line, along with the teachers. The only thing we mailed was the sealed transcript. I ordered 5 transcripts. 1 for AFA, 3 for MOCS and 1 for me. I opened the sealed and for his school, there was no teacher rec., no GC, no Principal, etc. It was his official file that included curriculum, grading scale, class rank, and their profile. GC informed DS that she and his teacher recs were all submitted on line via a portal created for them only.
The GC may have "desk drawer" that cheating issue and never placed it their official file. However, if I am correct, this GC has to now write recs for you and at least 1 more student.
The GC will submit their recs for both of these applicants, that cheating issue, even not reported will sway them in their rec. WCS takes recs into the equation.
Assuming both have the same noms., they will compete on the same slates. GC's rec is a very small portion, but like how the Valedictorian is decided it can come down to the decimals. Non-moving is not an issue, but if the GC because of the cheating issue gives less support it can be the issue for the friend.
TrackStar do not worry about the friend. Worry about the WCS. PAR, CFA, etc. You do not know if that issue was official, you must assume it was not placed in his record. If it wasn't you are back at the 60& PAR issue.
