Colleges Say in Scholarships

Besides the PMS's comments in the interview section of the application, does the PMS or ROTC program have any say in who is allocated a scholarship at the First Board in October? Is it all based off a point system from GPA, leadership roles, sports, etc.?

If they don't have a say in the scholarship allocations, how can I trust the PMSs at colleges when they tell me I'll get a scholarship or not when in reality, they have no clue?
 
^ agreed. Cadre can advise against, but cannot advocate for, other than in the PMS comments on the Interview sheet.
 
The only person who can make you an offer from the national board is the Commanding General of Cadet Command. He's the guy whose name will be on the letter. Until you see that letter you don't have an offer. To offer a campus based scholarship the PMS has to have an allocation and the go ahead (a control number) from Cadet Command. If a PMS says he is offering you a scholarship, and he doesn't hand you a signed letter stating you have an offer, it's not official. Could you go back to Cadet Command and argue that the PMS promised you a scholarship...yes. Do PMS's and ROO's make unauthorized offers...sure. Do applicants sometimes hear "you have an offer" when they are being told "you have a good chance" or "If I could, I would offer you a scholarship today"...of course. It's not a case of trusting the PMS, it's a case of counting your chickens before they hatch in many cases.
