Depends...IS/OOS, major, cgpa, SAT?

Just to start with regarding your chancing question.
 
since you're applying for Engineering, Math SAT matters much more than CR. What is the breakdown? Did you take SAT II in any math/science, and if so, score? Also, 4.0 in... regular, Honors, AP, IB? Any AP Calculus, Physics, Chem?

For NROTC, 1320 is probably below the median.

Now, if you are really trying to get a Chance Me discussion, of course you've got to lay out all the Leader and Athlete components of your application. Nobody can come close to a reasoned reply without understanding all three legs of the Scholar/Athlete/Leader stool.

***EDIT*** Nevermind, I see you've already started a Chance Me thread. You say 4.0 weighted... what is your unweighted also? What is your unweighted GPA in math/science Jr. year?

3.86 unweighted (b's were in english)
Ap calc ap stats(current) ap us history, took ap calc in junior year
also advance chem because we dont have ap same for physics
pst score 740
math SAT 670 (bad at standardized tests)
taking physics and math II subject tests this month
