Questions re: NROTC school selections in Massachusetts

I have a series of questions in this thread:

1) My understanding of the NROTC application school-selection requirements is that an applicant must pick 5 schools, all from different NROTC units, and one of those must be a school for which the applicant qualifies for in-state tuition ...Correct?

2) In Massachusetts (MA), there is only one state school with an NROTC unit (Worcester State University), which is a cross-town affiliate in the College of the Holy Cross unit. If an applicant is a MA resident, then, the only choice for the in-state school is Worcester State ... Correct?

3) If 1 and 2 are correct, then does this mean that a MA-resident NROTC applicant cannot list Holy Cross among her 5 schools and apply there hoping for an NROTC scholarship?

After reviewing the instructions on the NROTC Scholarship website, I think that you are correct. If you list Worcester State -as a Massachusetts resident must* - you can't list Holy Cross; and if the scholarship is awarded for WSU, you will need to get permission to transfer it to Holy Cross.

It is also almost certainly the case that some inter-unit transfers are going to be approved, particularly at Holy Cross. Otherwise, it would be impossible for anyone from Massachusetts to get a NROTC scholarship for Holy Cross or WPI. There will also be some students who can get into WSU, but not Holy Cross. So if you can get into Holy Cross, there is probably a decent chance to transfer the scholarship from WSU, but no guarantees. I suppose that this would be a good question to ask directly to the Holy Cross unit.

*There is a possible loophole. Texas A&M supposedly offers in-state tution for all NROTC scholarship recipients, so in theory a Massachusetts resident could list Texas A&M as the in-state-tution school, and Holy Cross as another choice. But I would guess that the Navy expects Mass residents to put Worcester State on their lists, and I doubt it would be a good idea to stray from the predictable path. But perhaps it is worth looking into.

I'd contact the unit for a definitive answer. Surely you aren't the only person with this question/situation.

Somebody at Holy Cross must know the answer to this.

That is the only one in MA, however if you were to receive a scholarship you would be eligible for instate tuition at any public texas school, MA has a cross town agreement with SUNY Maritime, and Rutgers. So you can put any of those and it would be acceptable as posting a school that would be eligible for instate tuition.
