Trasportation from DC Airport to USNA?

Multi-mode transpo
From Reagan; catch the DC METRO, blue line and xfer to orange line to New Carrollton. From there approx $50 cab to USNA.
From Dulles; Metro 5A bus to Rosslyn Metro Station, Metro to New Carrollton then same as above. This may help; http://www.wmata.com/
Try calling Airport Super Shuttle also. Good luck.

Don't know rental car rates but that would be my suggestion; allows you much more freedom.
