Offer of appointment essentially

Since LOA are rare this year at USMA, let’s say a MOC nominated 10 candidates for 1 available slate. Around the end of February, WP sent out offer to three qualified candidates of this particular MOC. Is it essentially WP offer the appointment to these three candidates?

Your question is a bit confusing. The way the system works as I understand it, is that each MOC can have up to 5 appointees at each service academy at any given time. If on any given year they have one appointment available at a given service academy, then only one of the 10 candidates on their slate of nominations can be given. There are instances where people decline an appointment, and then the appointment is offered to another nominee. But the SA's cannot offer appointments to more people than there are slots per a particular MOC.

Can you reword this? If I understand your question, WP is authorized to give an offer to candidates who are 3Q (academically, physically and medically qualified) AND who have a nomination from an authorized nominating source (MOC, Pres., VP, Sup, etc.). If you do not have a nomination from your congressional representative, you may be able to secure a nomination from another souce (if you are eligible pursuant to criteria listed on nominations page of your portal). WP is permitted to accept more than one candidate who is on a congressional slate, assuming they next are on the National Waiting List, (3Q with a nomination), so yes, more than one candidate can be accepted from a slate.

I’m making assumption here; let’s say these 3 highly qualified candidates were not nominated by any other sources, except for this particular MOC. Last year these three candidates would receive LOA and with the MOC appointment, they would receive appointment. But this year LOA is such a rarity, I cannot imagine WP only send out 1 offer to 1 candidate of this particular MOC, even though this MOC have three highly desirable and qualified candidates.

As near as anyone can tell, this year, w/o an LOA, the remaining slate would be placed on the National Waiting List, and hopefully be within the first 150 on the list. After that, it depends on the needs of WP to balance the demographics and/or needs of the institution.

Is this a riddle? Could it be that two of the candidates also had noms from different senators? That could happen!

What happened last year doesn't matter and being highly desirable and qualified doesn't matter. What matter is which vacancy you will be charged against.

Last year’s 3 candidates - only one could have been charged against the Congressman and other two could have been charged against the National Waitlist.

I also seen kids with close to 2100 SATs, good leadership, varisty sports, not getting appointments.

It's not the best 1200 candidates getting appointments - anywhere from #1 to 3000 +/- qualified candidates with nomination. You could be #3000, but if you are from uncompetitive congressional district, you are in. One year, a district in MD had no fully qualified candidate.
