Dumb question - Who can give nominations?

hey, I have a dumb question.
Who can give nominations?
To my knowlage it seems that the following can give nominations.

-POTUS
-VPOTUS (as in the Vice pres nomonitions)
-Federal US Senators
-Your district representative
-State Senators
-20 JROTC slots

Senators - are the two from your state in the United States Senate NOT senators in your particular state senate. State senators (in your state senate) are NOT authorized to nominate candidates for admission.
 
The Sec of the service branch (eg SecNav or SecAF) as well as the Superintendent of the academy can also give a nomination.

For USMMA, there are no service-connected nominations or POTUS/VP nominations -- US Congressmen and US Senators only.

Perhaps he was just making polite conversation? Did he recommend any action for those who still needed a nomination? If he did I'm sure it will reveal he is unable to give a nomination and was merely an offer to help in some way.

As long as he/she is a member of the United States Congress and (for the Big Three*) you reside in his/her Congressional District, yes.

*USMMA noms can be given by any US Congressional Representative from your home state, regardless of district.
