Does a student loan count as debt? If so when should I have them cleared by.

Not sure if it counts, but the instructions to appointees booklet says that all debts must be settled when you arrive.

My 2016 DS went to one year of college and had a small student loan. We (his parents) are making the payments so he is absolved of the debt. It has been a non-issue (we did this on the recommendation of another parent from an earlier year).
