More military spending cuts

Yeah and let's close the Pools and water parks on base. That will hurt the Pentagon Elites.
 
We're currently spending $14,000,000 building a new commissary. Why can't they just issue a discount card for any of the dozens of grocery superstores in the neighborhood. Of course, then they'd only need a few people to reinburse the stores as opposed to thousands to run the whole supply chain.

Depends on where these commisary and base / post exchange services are. Are we talking at some remote or overseas location, or are we talking here in the US and just down the road from the local Walmart?

Better question would be, "do military members need these services in the CONUS?" Most times, No. Outside of the minor savings, which could easily be made up for with increased spending allowances as you suggest. Cheaper than "owning and running" our own Walmarts.

Everytime, no. And why would they need more money to pay for the same things, at the same locations as everyone else?

Tax free booze and tax free tabaco.
