What is the likelihood of receiving a 4-year scholarship to a private or out-of-state? I've heard of many top candidates only receiving 3-years to privates due to cost.

I received a 4 year AROTC scholarship to The Citadel, which though technically is a "public" school, it receives most of it's funding through private funding. The school was also out-of-state for me.
Honestly, what got me in was my grades. My PT score was ok, not great. My PMS interview went awesome, but I'm not sure how much weight that actually holds. My leadership was pretty good, but nothing out-of-this-world (XO of a very large and renowned JROTC program and a contributing member of a few other clubs across the school). I wasn't an athlete save for being Captain of my school's Air Rifle team.
Also, I competed for an in-school scholarship as well, so that will make a difference.
Honestly though, from my experience with peers and by reading this forum, having S***-hot grades is the most important. Make that your priority. Then let everything else fall into place by trying your best. Good luck.
