Read everything you can online about it first. Start at www.goarmy.com If you live near a college with ROTC, you might set up a meeting to learn more about it with one of the officers there. I'm leery of talking to recruiters because, well, they'll typically try to recruit you to enlist. Also, they sometimes don't know too much about ROTC but someone in the office should. As long as you know about the recruiting push and are prepared to say 'No', you should be OK.

What do you want to know? Any recruiting officer at any local ROTC batt can point you in the right direction or refer you to a brigade nurse counselor.
Talk to the AROTC adviser at a college that offers AROTC nursing, preferably the one you are most interested in.

I wanted to know if I should send my application off now, or wait to get more competitive SAT scores. I have 1050 verbal/math but I would like to get these scores higher. The next SAT is Oct. 5th.

I would try to get your score up another 100 points at least.

First off, an Army Recruiter is very rarely a good source for Army ROTC information (sorry all you recruiters out there). Talk to an ROTC Battalion ROO or Enrollment Officer.
If you aren't happy with your SAT scores I would hold off on completing your file and conducting your interview until you take the test again and get your scores back. Once your file is boarded it is tough to change your files score. If you wait your will miss the first board, but you will hopefully be more competitive for the second board.
