How much of an application has to be complete for it go before the admissions board? I have everything except my candidate statements and CFA.
 
Admissions Boards...

Everything must be completed, period. And a nomination source. They will start to meet every tuesday. Even though there isn't a "rolling admissions" it is till very important to have your file completed as early as possible.

Not just complete but fully qualified (aka 3Q'd) with a nom.
 
How do you find out if you are 3 Q'd? I get the medical part - it actually states Qualified on the portal, but how about the other areas? Is that ever marked anyplace?

If a Candidate is determinded to be 3'Q, USMA Admissions may send the Candidate a letter or email indicating that the Candidate file has been reviewed and the Candidate is fully Qualified (3 Q'd).
 
You don't have to have a complete file to be considered for a LOA.
 
To be considered for an LOA you must have official SAT/ACT scores, official transcripts, and a verified class rank (if your school ranks) which normally comes on your transcripts or the Request for Academic Information form that you send to your HS counselor.
