Some interesting remarks
I give my two cents, it's a natural pattern. Not enough female applicants. According the USMA Board of Visitor June 2012 meeting notes, from 2008 - 2012, appointment offers to qualified females have been higher than to qualified males. The "goal" helps females, not hurt them.

"Next year, we're going to recruit a class that will move from 15 to 20 percent," Caslen says. "We don't know yet what the right number is. It could be 25 percent. Heck, it could be 50 percent."
"I spoke to a number of faculty members who said that there's an explicit class composition goal at West Point that actually functions as a ceiling," Haring says. "And that women haven't risen above 16 percent because the Academy only wants 16 percent."
