If a candidate has an LOA along with being medically qualified and having a nomination - that candidate is all but in! I can't imagine what would stand in the way of an offer of an appointment.
But, even after you have an appointment and have accepted it, "things" can happen that will prevent there from ever being an I-day. The candidate can suffer some injury or get some illness that can cause the appointment to be rescinded. The candidate can get in legal trouble, also. I would say THAT is the 5%.

LOA and nomination with Medical OK means IN. If your DD/DS is from a high altitude State = Run, Run, Run, Run.
Annapolis can be brutal in the Summer and the temperature and humidity can be overwhelming during Plebe Summer for those not used to the low countries.

My son received a letter from USNA stating that he was guaranteed an offer of appointment pending a nomination. Is this the LOA that I've seen referenced in many posts as it doesn't specify that anywhere in his letter? Also, we’ve been told we live in a very competitive district for academy nominations and I was wondering if there is a site that gives historical data of the number of applicants by congressional district?
Yes. That's an LOA. If I recall my DD's, there was a list of conditions to be met with check marks on those needed in her particular case.
Make sure your nominating sources receive a copy. They'll probably be cc'd on the LOA but send them a copy anyway. Also, if the interviews have not been completed, your son should bring a copy with him.

Which Congressional District or city in California do you live in? I have heard that San Diego is a bit competitive due to the large number of Navy families there. I also hear (sometimes) that not as many kids from California apply to USNA as from other states...

Is the Application complete?
Is you son's USNA application 100% complete, including the BGO interview? I would guess yes but if your son got an LOA in the summer, the application still may not be complete.
Also, the Admission Office greatly prefers that the BGO do not break the news to the candidate about appointments or being triple Q. Instead, they like us to wait for the official letter from USNA or, sometimes, the MOC's office calls or sends a letter as well. If the package is completed, then simply waiting for notification is the next step (and sometimes this is hard, but is not something that can be avoided). Enjoy the holidays and the rest of senior year and the news will come when it does.

DS application was 100% complete as of July 2013, including BGO interview. The only check box on his LOA was nomination. So I am going to assume ( thanks to everyone's responses) the waiting , keeping out of trouble, and keeping the grades up is the 5%.

We live in D-45. Lots of kids at the Congressional Academy Forum but it was difficult to tell which branch kids were interested in.
