If I am reading the AROTC info correctly, the service obligation (8 years) is incurred as soon as the scholarship is activated now. Didn't scholarship students used to have to sign their commitment papers upon returning to start their junior year, thus they had a year or 2 to test out the program?

The eight year service obligation starts after the cadet graduates and commissions and starts BOLC. The obligation can be done with 4 years active and 4 years inactive reserves or 8 years reserves.

A 4 year scholarship cadet has the first year to try out the program with no obligation. A non scholarship cadet has the first two years before they must commit.
 
The Active Duty (non pilot, non Nuc) service commitments are as follows:

- NROTC - 5 years AD and 3 years Individual Ready Reserve (IRR). IRR has no drilling or pay.
- AROTC 3 or 4 year scholarship: 4 years AD and 4 years IRR
- AROTC 2, 1, or no scholarship: 3 years AD, 5 years IRR

AROTC Reserve Components: 6 years Ready Reserve, 2 years IRR

As you see, all the commitments add up to 8 years, with different flavors.

Army gives a cadet a full year before the cadet's separation from the program triggers the repayment obligation spelled out in the Contract. I think Navy does too, but I'm not certain.

this info is not correct. Any Army scholarship winner incurs a 4 AD or 8
guard/commitment. Non scholarship incurs a 3 or 6 and 2 in the IRR.

If you do choose the 8 year Guard option as your service for an ROTC scholarship, do you get to choose which state's National Guard you commission to? Is it your state of residence, or can you pick any state you wish?
 
Guard or Reserve you find the unit and you pick your branch (subject to availability). We are in New York, and I have graduates that went to Illinois, Texas, and Pennsylvania last year.

If you are non scholarship and used TA or Guard GRFD you may have some restrictions, but you can always request a transfer to another State if you have to move.

The contract link you provided says (on page 4, section 3C) the obligation for service or repayment is incurred on "1st day of MSII (sohpomore year) for all 3,4 &5 year scholarships" and "1st day of MSIII year for all 2 year awards, 1st day of MSIV year for all 1 year or less awards". So if this is the current contract a 4 year awardee would still have their 1st year without obligation, correct? Thanks for lending your expertise to answer my questions!
