Once an individual completes the 10 month course at NAPS are they guaranteed an appointment at the Naval Academy the following year and do they need to receive a nomination again?

Yes, but . . .

NAPSters and Foundation Prep students must apply for MOC noms (or Pres if they are eligible). However, should they successfully complete their program and fail to receive one, they will be given a SecNav nom.

Best Company mates my DD had were NAPS.. Although they hated Newport.

Ya they are guaranteed an appointment, if they complete 10 months at NAPS with a 2.2 or better. (Athletes sometimes can go lower) You do need a nomination. If you have exhausted all the ways to receive a nomination. The CO will take a look and see that you have given an effort to get a nomination, he will then get you a nomination from the navy.
