Dropping NROTC

I don't see why not. Talk to your cadre. I'd be certain that is what I want to do though prior to having that conversation. If you are on scholarship and are at least a sophomore you may (most likely will) be liable to repay any funds you received via the scholarship.

NOTE: I'm assuming LOA means Leave of Absence in this context. I am further assuming you are studying abroad or something like that. If you are on some form of "medical" leave then perhaps you should wait until your "return" as a medical DQ might eliminate any repayment.

Is it possible to drop ROTC while on LOA?

If you are a 4-year scholarship winner you can drop without penalty until the first day of your second year.

You are under contract and with the exception of the above, dropping out will have a formal procedure and you will incur a payback penalty.
