I'm only a sophomore in high school, but I have no clue how they work. Is it a one size fits all kinda thing where you apply for an NROTC scholarship and if you get one you can use it at whatever NROTC college, or do you have to apply for scholarships individually through each college's own program?
Thanks, and any other information regarding the topic is appreciated

You select up to 5 schools in the NROTC application and 1 of the top 3 is supposed to be a school where you are eligible for in-state tuition. You then have a few choices on whether you would be equally happy going to any of the 5, highly favor number 1 (I don't remember if their is a third choice).

IMHO, NROTC application should be done before Sept. 1, same as USNA application if you want to put yourself in the best position. You will then have to complete applications to the schools you chose on whatever timeline those schools follow.

Is the one state school a requirement?

Yes. But it's not a requirement for an in-state school. Read carefully. It is a requirement for a school where you can get in-state tuition. That doesn't necessarily mean a school in your state. Some colleges offer in-state tuition to out of state NROTC students.
