Can a board decision be appealed?

My son was awarded a 3 year AD scholarship to Tulane. If material updates can be made to the original application, will the board reconsider an upgrade to a four year at a future board? Is there any kind of appeal process available?

Congratulations on your son's scholarship offer. Future boards will not reconsider the three year award. However, it is possible the scholarship could be upgraded by the battalion once he is at school.
 
My son and I spoke with a recruiting ops officer at one of his selected schools. He said the brigade had enough $$ this year that all of their 3 year scholaship freshmen were able to upgrade to 3.5 year scholarships. He went on to say it looks very good this year too, but couldn't promise anything.
 
There are several factors that go into upgrading to a 3.5. In State vs Out of State is a big one. Of course the biggest factor, provided there is money for upgrades is performance (both in ROTC and the classroom).

Probably, but 3 Yr. AD are also given to In-State colleges. It's also a question of timing, and a question of position on the Order of Merit List that comes out of the Scholarship Board meetings.
 
If that first year tuition is a financial issue then one can always accept the scholarship and try to transfer it to a less expensive institution whose first year would be more affordable. It's also possible that Tulane itself might come through with financial aid for that first year. I'm assuming a FAFSA has been submitted for plan B, etc. I don't know when Tulane releases financial aid information but its possible good news could come from that (or not).
 
Betsy, may I ask where y'all are from? I applied with my first choice as Tulane as well as it is just a few blocks from my home, and hopefully will be joining your son there then!

My son is a senior at Tulane in AROTC. Let me know if I can answer any questions!
 
Also...don't forget room and board are paid for as well at Tulane. The area around the school has a high crime rate, so living on campus is a big plus!

ROTC Scholarship
General Information
ROTC Scholarships in each branch of the armed forces provide funding to cover full or partial tuition, fees, book expenses and a monthly expense allowance. Students completing this program are commissioned as officers in their respective branch of the armed forces upon graduation. Assistance to cover the room and board expenses of some ROTC scholarship recipients is provided by the Tulane Cooperative Room and Board Scholarship to undergraduate Tulane students.
Students who are offered both a Tulane merit scholarship and an ROTC scholarship must choose which scholarship is most advantageous to them. A student accepting an ROTC scholarship will forfeit Tulane merit scholarship when the ROTC scholarship is activated. However, students receiving an ROTC scholarship can receive the Tulane Cooperative Room and Board Scholarship in some cases (see more details below). In addition, students receiving a partial ROTC tuition scholarship may receive Tulane ROTC Supplemental Tuition Scholarship in the amount of 20 percent tuition or the amount of forfeit Tulane merit tuition scholarship minus the ROTC tuition scholarship, whichever is greater.

Other financial aid, including any Tulane need-based Scholarship, is recalculated in light of awarded ROTC scholarship and any Tulane scholarship made to supplement the ROTC scholarship.

General Rules Governing Scholarships
The commanding officer of each unit is responsible for notifying the student of their eligibility for Tulane's Cooperative Room and Board Scholarship.
Tuition Scholarships and Cooperative Room and Board Scholarships are not available for summer terms.
Students who lose their ROTC scholarships will also lose their room and board waivers. If they are reinstated, the room and board waiver will be renewed. At no time will the room and board waiver extend beyond four academic years, except for five year ROTC benefit recipients.
The room waiver value is for a traditional double-occupancy residence hall room. The room waiver may be applied to any residence hall that has space available. Married students may live in housing provided by Tulane off-campus. Married or single students are responsible for any additional cost above the value of the standard room waiver.
The value of the board waiver is up to the value of the undergraduate Flex board plan represented in the financial aid Cost of Attendance. The waiver will be credited only for the amount of the actual board plan taken. If a student chooses a meal plan of less than the undergraduate Flex board plan in the financial aid Cost of Attendance, a waiver for that lower cost will be issued. No options will be provided for alternative meal plans or "debit card cash" food plans.
Students who receive the cooperative room and board awards should familiarize themselves with tax implications noted in the Internal Revenue Service publications on Scholarship and Fellowship Grants.

Make sure that you check with whatever school you are going to when they offer things like room and board to ROTC SCHOLARSHIP students. If you are a 3yr AD, you may not qualify for room and board until sophomore year.

Is your son looking at Army, Navy or AF ROTC?
