do you have to sign up for a commission and are obligated to join military if you accept a ROTC scholarship? this is a general question, but specifically directed towards ARMY ROTC at Texas A&M and Texas Tech

Yes and no. Yes, that is the intent. However, you are not obligated until your first class of sophomore year. So you can do freshman year without obligation even if you've signed the paperwork.
