My previous community college grades haven't been superb. I plan on attending NWP and turning my grades around. But since these previous grades from the community college will be on my record, will they have a large negative influence on the admissions decision? Even if I really turn them around during NWP and the second semester of college I'll have to take after?

It won't help you, but how much it hurts you depends on who your competition is when you apply. "black marks" are not necessarily killers if you can show you have moved on from them and are progressing beyond them.
