I think it's fairly hard to "cheat the system" to get out-of-state tuition. His best bet is honestly to probably get there and work his butt off to get an NROTC scholarship while he's there. If I'm not mistaken, you can get a sideload Navy scholarship or reapply for the national one.
Strength & Honor: there are times, young man, where you seem to know a lot about a place you have yet to attend. While I appreciate your intense desire and energy may I suggest you only answer that which you have direct knowledge of. It will make life far easier for you at the "I".
Keep the excitement - you will need it during the 'dark ages.' Lose the lecturing tone - especially to another prospective cadets
parent.

Dguts18: I understand the desire to get in-state rates. We few, the Alum, are somewhat sensitive to trying to 'beat the system' - my sense is you are not trying to do so and simply trying to find a way, anyway, that DS, can afford to attend the Institute.
I no longer reside in Virginia and gasped at the too-high rates for students from out of State when my DD declared her desire to go there.
As re In state rates: I believe it is what it is.
My entire degree cost approximately $8000 for 4 years all inclusive. That was, however, when 'Rat-o-saurus' walked the earth (Dinosaur age --i.e., I am very old)
My suggestion for your DS is for HIM to call Financial Aid directly and ask if a Cadet may declare themselves a residence of Virginia by moving to the State if that helps with in-state rates for
3rd class year on. That is the only exception to the rule I can see.
Financial Aid may have some additional insight into the residency requirements such as National Guard affiliation. Ask them.
