End of CLIP

Has anyone else heard about AROTC eliminating CLIP pay and why (aside from the fact that they're probably spending that money on CIET)?
 
Just got word of this recently too:
IAW US Code Title 37, Subsection 353 - SKILL INCENTIVE PAY OR PROFICIENCY BONUS, "No agreement may be entered into under this section after December 31, 2014". Therefore, any Cadet wishing to receive a CLIP B payment for eligible courses from the Fall term of 2014 or before must have their application submitted prior to the 31 December 2014 deadline. Since the termination of the program is stated in the law and no extension of the Bonus program has been passed by Congress as of this date, there will be no exceptions for requests that are not within the stated deadline.

Makes sense, considering the huge expense of adding another summer training course , the money will have to come from somewhere.

I've heard that some battalions have cadets raising money to pay for Ranger Challenge expenses as well as other EC's. I assume the budgets for individual battalions have been reduced.

DS, AROTC MS IV and a lucky recipient, just mentioned yesterday that CLIP is no more.

son (MS1) took five credits of russian this past semester, would he get CLIP for that? Or is the cancellation retroactive?

As long as the paperwork got submitted prior to the deadline that shows he passed the class he will be paid. Of course WHEN he will be paid is another story, based upon CULP, stipend and scholarship payment delays (for lack of a better word).

DS took Russian this past semester also.

If the credits were for this past semester that has just finished, I would advise him to check with the HR to see when the paperwork was submitted. If they waited for the final grades to come in before submitting the paperwork then it most likely did not make it in before they cancelled the CLIP payments.

I second that ... and don't just check with HR, MANAGE the process so that it is not possible for your HR admin to (pick one) use the wrong form, incorrectly fill out the form, send the form to the wrong place, fail to send the form in on time. Basically, drive the process and don't depend on a civilian HR person to always know how to do things properly.

Great advice for almost all things AROTC. DS after 2.5 years as a cadet feels that the HR rep. In the battalion is just as (maybe more ) important as the PMS. Fortunately his battalion has a good one.
 
Just found this thread. I just got it figured out. After a year of dealing with "there's an issue with the paperwork" and "this has the wrong signature" and a load of other random problems, I finally got it figured out because my HRA is awesome. He got an email from Cadet Command confirming my paperwork submission, acceptance, and approval. My status in Army Cadet Portal for CLIP-B pay went to "approved" and "paid" and I'll be getting the money on the next pay period.

Long story short, keep reminding your HRA/PMS, and it will get done. I took the course in Fall 2013 and JUST received pay for it now. My paperwork was not submitted until Feb 2015, so it is still possible.
