I am a sophomore in high school and I submitted a questionnaire online for USMA football. I linked attributes and a highlight tape. A few weeks later, I received a letter in the mail from Army Football. It was a physical copy of the questionnaire that I had submitted. Is this strange? Does this mean they have interest in me as a recruit?

How old are you? If you are under 17 I do not think they can have contact with you.

Could be. Fill it out and return it. NCAA rules vary from sport to sport and what they can call "contact". Coaches are very familiar with them and usually don't violate them

What you received it what is most likely found in their Recruitment file available to the public on the football website. The Coaches cannot contact you overtly unless you are a certain age and grade and time of year other than Recruit Info form. They will not compromise that. But, by filling out the Form and sending it back you will be in their database. If they know you or find out about you and you are of the quality they're looking for they may call your Coach to get on your radar also.
I'd avail myself of the rules yourself so you know how it's done so you too can act accordingly, meaning you can call them anytime, and I suggest you do. You can touch base with them now and/or when you send your Info Form back. Touching base it always a good thing. Getting one's HS Coach to make a call on your behalf at some point is an important point of contact as well in the recruitment process. Remember, it's D1. Regardless of what some think of a Service Academy's level of athletics these men/women on balance are very good. Difference a lot of the time is size/speed, not ability. They were one of the best on their team, in their League, and in their State in many cases. Good luck, and consider asking a parent to help you contact a resource such as NCSA to help learn the ropes.

I sent the questionnaire back. What seemed odd to me is that the questionnaire was identical to the one I had already filled out online.

I am a recruited athlete and from my experience with other NCAA programs (I didn't start talking with USMA coaches until last April) coaches are only allowed to send camp flyers, questionnaires, admissions flyers... until September 1 of your Junior Year. Following September first they can send personal letters and start communicating via e-mail. For my sport phone calls didn't start until August of my senior year (sport dependent). I'd re-fill out the questionnaire and be patient with the process. You can initiate the process by calling the coach and the coach can answer, or possibly leave a voice mail (made my unofficial visits easier to coordinate) but the coach can't call you. Your still a long ways out. You should more focused on grades and becoming a well rounded candidate so you don't have to rely on football to get in.
Hope that was clear enough.
