Appointment without a nomination?

Can one still send in an application without a nomination and still get appointed?

Pretty sure you don't need a nom for NAPS and foundation. Once there, you apply for a nom again for the following year at USNA and if you don't get one you'll get a Sec of Navy nom.

Do I start all over as a plebe if I get accepted to USNA after attending NAPs?

If you successfully fulfill the requirements outlined at NAPS you will earn a nomination and start as a Plebe the following year. A year at the prep school is not the same as a year as a plebe. Totally different.

Check out the prep school section and search for NAPS. Tons of info in there on the that route and what the school is like.
