Sorry I'm posting so much but I realize I haven't figured out everything I needed to know..

I just accepted an NROTC scholarship to USC (first choice), however, I thought I would get my second or third choice on my list, I applied to Marshall as a business major. I just received an email from the recruiting officer and he was talking about Viterbi (engineering school), so my questions is, how would I go about switching this? Or would it be possible to take the required classes in the 3 tiers while going to Marshall?

It depends what major you put on your application. If you put down that you were majoring in engineering on your application, that is what the navy is expecting you to major in. It is possible to switch majors once in rotc with CO approval, but they only let you switch to majors within tier one and two. In your case, business is a tier three major and unless you were accepted as a tier three applicant you most likely won't be able to switch. If your a marine option your major doesn't matter and you can disregard everything I've said.
 
Which application are you talking about in the first part? ROTC or USC? Because I don't remember what I put in but I got my letter in the mail today and it said Tier 1.
 
Tier 1 is engineering. There are 7 options to choose from. Having discussed major changes with DS, it seems that switching from Tier 1 to Tier 2 is pretty easy. Moving all the way down to Tier 3 though....that's a bit harder. Will depend on the needs of the navy and your unit I suspect.

Would it be easier to try and transfer schools or to try and switch Tiers? I know I made this harder on myself by being indecisive on my major..... Also is it harder because Navy wants more tier 1 and 2? And I heard only 15% tier 3 applicants get the scholarship
 
I think that Navy ROTC awarded you a Tier 1 scholarship and then selected which school(of the 5 on your list) to place you at. Switching schools does not change the Scholarship it is Tier 1.

I believe you can ask to have your scholarship changed to a different Tier but those requests, as previously mentioned are at the discretion of the Navy.

I also believe that if switching Tiers is not approved and you don't pursue a Tier 1 major, Navy can yank the scholarship.
