Since most nomination due dates are not due until October, is it in my favor to send everything in early?

Probably not. Your MOC's board will not make a final decision until after the due date, when all applications have been received and reviewed, and interviews have been completed. If you are taking the ACT/SAT again, or expect to receive an award at the beginning of the school year (say you are named captain of a team, etc), it doesn't hurt to wait as long as you make their deadline. It's easier to send in a complete "best" package, than to keep updating the MOC's coordinator with new info / test scores, but you can certainly send in those new items/updates. If you do have new test scores/awards after your application has been sent and received, bring a copy with you to the interview.

Who are "the people?" If you are talking about Congressional nomination coordinators, yes. But they usually don't serve on the board itself.

I served on several Congressiona nominatio boards. For one board, I was given an option to come in early to review the applications (it was a Senatorial board, so it would have been impractical to mail copies of applications to me) and for another board, applications were mailed to me. Typically, the boards are held two weeks a month later after the application deadline (at least in my state).
