Is it safe to assume the clock for one's service obligation does not start at commissioning but when the LT goes to BOLC? The time between commissioning and BOLC is " down time" that is unpaid and without health insurance (unless the LT scores a gold bar recruiter slot). Thanks.
 
That is correct for the most part. The clock actually starts a few days before BOLC begins.

Everything you wrote is as was explained to me by DS.

His University health insurance lapsed at the end of Aug. BOLC starts on Monday Sep 21. I paid $55 for one month of health insurance. I would not ignore this "minor" detail.

Does that account for the travel time to BOLC? Or his release from Cadet Command's command?

Just curious, because his orders were very specific about when he could travel.
 
Keep in mind, if you have insurance, your DS is eligible to be carried on your policy until age 26.

All I know is how DS's worked this summer - his BOLC start date was July 6th. He could sign in anytime after June 21st I think and did so around the 25th. His pay began at that point, even though it was more than a week before class started.

Also - this is IBOLC, can't speak to how other branches operate.

Actually, they will have medical coverage during the time between commissioning and starting AD (the limbo period). The 2004 NDAA guaranteed coverage for new 2LTs who have commissioned but are waiting to report to AD, under the Tricare 708 plan. Only the LT will be covered (it won't cover dependents), and it is not mandatory to enroll in like Tricare Prime for AD service members.

But yes, other than that and access to the commissary/post exchange, the LT will be unpaid.

Edit: this is the limit of my knowledge on this coverage, I never enrolled in it.

I was told about the Tricare 708 plan since I don't report until November for my BOLC, but good luck actually getting enrolled/covered. My CAC (like most) expired in May. I'm in the system (according to the lady at the DEERS office) as a reservist E-3. I have orders, I have all of the proper documents, and I've been to multiple different ID offices and called my HRA and no one has the answer. This isn't a localized problem, it's my entire commissioning class. It's really not a big deal, but definitely don't count on it.
 
My DS was also never told about Tricare 708. He was covered under our plan during school, so we just kept it up for now...His CAC expired in July, but he was able (after a lot of phone calls and bugging people) to get it renewed. At least that allowed him to see himself (with a start date) in the system...Good thing as he still does not have orders for BOLC yet. They told him months ago that he likely would not get orders cut until FY16 starts...Once he got his CAC renewed, then he was able to get his wife enrolled in Deers, so her insurance will start on his Day 1...
 
We parents were told during the Parents Briefing at LDAC graduation last year about the tricare coverage available to newly commissioned LTs. I have mentioned it more than once here since and have been told repeatedly there's no such thing. Glad to know I wasn't imagining things.
 
I remember a brief about 708 but I believe most new LTs just end up following up with their parents insurance. I mean that's what I did.
