For those in college right now, I am not sure where to find someone to administer the CFA since I am not taking a PE class. Thoughts?

I went back to my high school during breaks and had a coach give it. You can also use your BGO

Does your college or a nearby college have an ROTC detachment? Nearly any officer there would be glad to do it.

Agree with my friend mb1395. Just look around and if you can find that ROTC office, our own experience was they were very accommodating in getting this done.

I know this might sound obvious, but when you ask someone to assist you in the CFA (that isn't a PE teacher), you should make sure that you have all the necessary facilities/equipment needed. In other words, the CFA administrator should be able to come to the testing site with everything already setup or planned for. For example, you should have the appropriate tape measure, basketball and assistants (if needed) for the basketball throw....the pull-up bar should be within a minute or so walking distance of the basketball throw area, so that part of the CFA can start on time, etc.

The CFA instructions might say the administrator should prepare the test site and obtain the required equipment...but I can guarantee this is YOUR responsibility.

I am not implying the OP isn't aware of this....just some advice for those who might be asking a BGO or commissioned officer.
